. On October 29, 1990, the Nuclear Regulatory Commission was petitioned to reconsider its' Memorandum and Order ~CLI-90-08 by the Shoreham-Wading River--Central School District andLthe Scler,tists and Engineers for Secure Energy, -'

-were made to the Commission by the' Department of Energy

(" DOE") and the Council on' Environmental Quality ("CEQ")

concerning proper application of the National Environmental Policy Act to the Shoreham situation. The Long Island. Power' Authority ("LIPA") has prepared a Response to (1) Joint Petition for Reconsideration of CLI-90-08 and (2) Comments by DOE and CEQ.- LIPA believes its' comments will assist the Commission in addressing the, issues raised by the October 29 and November 9 filings. I have enclosed for filing the original and two copies of'LIPA's Response and of a motion seeking leave:to file that Response.-
