-t in response to the invitation contained in an order of the Commission dated October 16, 1990, I am hereby transmitting the Department of Energy's comments in the matter of Long Island Lighting Company (Shoreham Muclear Power Station, Unit _1).

As I stated in my letter of September 18, 1990, there are important energy and environmental issues asscalated with Shoreham.

The enclosed comments capport-this Department's position that the National Environmental.

1 Policy Act requires-that-these issues be examined in

' detail 1before any action is taken,-including the

.-issuance of a " possession-only" license, which could lead to the plant *s-decommissioning.
