Dear Mr. Schwencer:

This letter is provided in response to SER Open item No. 9 and recent meetings with the Containment Systems Branch staff regarding pool dynamic loads.

Cleveland Electric Illuminating Company has evaluated the NRC draf t acceptance criteria for Mark Ill LOCA-related pool dynamic loads (Attachment 1 ).

The Perry Nuclear Power Plant is presently committed to meet the load definitions in Appendix 3B of GESSAR 11 238 Nuclear Island, and will meet the exceptions, modifications, qualifications and/or clarifications identified in Attachment 1.

A specific discussion of cach of these items is provided in Attachment 2.

In summary, the Perry Nuclear Power Plant will meet the acceptance criteria defined in Attachment 1.

j Perry Nuclear Power Plant has evaluated the NRC draf t acceptance criteria for Mark III LOCA-related Containment Pool Dynarnic Loads. PNPP has committed to the GESSAR defined loads and will meet the exceptions, modifications, qualifications and/or clarifications presented in the draf t acceptance criteria as follows:

l 1.1 Pool Swell Velocity i

Perry currently is designed to the GESSAR II specified 40 fps constant pool swell velocity. All items in the bulk pool swell area will be

evaluated using the velocity gradient up to 50 fps maximum as specified in the draf t acceptance criteria.

l.2 Bulk Pool Swell Loads and

.l 1.3 Perry is presently designed to the maximum impact pressures shown i

in the GESSAR II. Limitations and discussions regarding drag pressures i

j l.4 Froth impact Loads The draf t acceptance criteria Figure 1.4.1 indicated an increased peak froth impact load from the original GESSAR 11 specification, to which Perry is presently designed. All items subject to froth i

impact loads will be re-evaluated, to show sufficient margins.

l.5 Drag Loads Drag loads will be re-evaluated in the same manner as the increased l

pool swell velocity gradient specified in item 1.1.

l 2.0 Loads on Submerged Structures 1

l Perry will meet the draf t acceptance criteria by using procedures for computation of loads on submerged structures which result in more consersative loads than those described in GESSAR 11.

I ATTACHMENT 2 Page 2 11 SRV LOADS The load definitions, as they apply to the Perry Plant, are from GESSAR II, Appendix 3B. No major variations are expected in the load definition described in the acceptance criteria of the NUREG to be released.

In surnmary, we have accounted for the hydrodynamic elfects due to SRV and LOCA-related Loads as described in GESSAR 11, Appendix 3B and are committed to meeting the acceptance criteria shown in the NRC memo from T. Spies to R. Tedesco, dated March 8,1982 (Attachment 1).
