Dear Mr. Reid:

We have reviewed your letter dated November 29, 1978 concerning contain-ment purging during normal plant operation, and have discussed the subject with your Project Manager, Mr. Guy Vissing. Our review shows that the safety features actuation system at the Davis-Besse Nuclear Power Station Unit No. 1, which initiates contain=ent isolation, cannot physically be bypassed or overridden to prevent closure of the containment purge valves in the event of high radiation inside containment. This is as described in Section 8.3.1.1.3 of the Davis-Besse Nuclear Power Station Unit No. 1 Final Safety Analysis Report.

We believe that the subject of limited purging during operation has been adequately addressed for Davi t-Besse Unit No. 1 in NUREG-0136, " Safety 3

Evaluation Report Related to iperation of Davis-Besse Nuclear Power Station Unit 1", dated Deced er, 1976. Section 6.2.4 of NUREG-0136 addresses the fact that we du limit containment purging during normal plant operation to less than 90 hours0.00104 days <br />0.025 hours <br />1.488095e-4 weeks <br />3.4245e-5 months <br /> per year, and that the review staff believes "...that this purging limitation results in a reasonably low probability of a postulated loss-of-coolant accident during contain-ment purge operations that could result in those consequences in excess of the guidelines of 10CFR Part 100."

Davis-Besse Nuclear Power Station Unit No. 1 Technical Specification 3.6.1.7 already provides for the containment purge limit of 90 hours0.00104 days <br />0.025 hours <br />1.488095e-4 weeks <br />3.4245e-5 months <br />.

Thus, we trust that you will agree that containt.ent purging during nornal plant operat. ion has been adequately addressed on Davis-Besse Nuclear Power Station Unit No. 1.
