The Comission has issued the enclosed Amendment No. 3 to Facility License No. R-87 for your pool-type research reactor. This amendment is in response to your request dated May 30, 1975 and supplement thereto dated March 15, 1977.

This amendment incorporates in the license Technical Specifications consistent with the requirements of Section 50.36 of 10 CFR Part 50.

These Technical Specifications provide a more concise and definitive statement of the limits of reactor operating parameters and surveillance measures required to assure that these limits are not exceeded. The amendment also restates the license in its entirety, utilizing the current license format, to delete those items transferred to the Technical Specifications and to consolidate all pertinent provisions of Amendments 1 and 2.

By letter dated September 16, 1974, the Comission approved the Purdue University secu'ity plan. Our past practice of issuing approval letters for revisions to the security plan has been discontinued. Accordingly, this amendment identifies the currently approved security plan and incorporates the olan as a condition of the license. Future changes to your security plan which require prior Comission approval should be identified as license amendment requests. Changes to your plan which do not require prior approval, but which must be reported, will not be the subject of license amendments themselves, but rather will be incorporated into the license at some later time. The documents comprising the approved security plan for the Purdue University Research Reactor and our evaluation findings have been placed in the Commission files.

Pursuant to 10 CFR Part 2.790(d) this information is being withheld from public disclosure.
