I am enclosing the U.S. Nuclear Regulatory Commission's (NRC's) quarterly status report on licensing schedules. The report, which covers the third quarter of calendar year 1990, is provided in response to the direction given in House Report 97-850.
Comanche Peak Unit 1 began comercial operation on August 13, 1990.
Construction of Comanche Peak Unit 2 is approximately 85 percent complete.
The NRC staff is continuing to review the various corrective action programs ard licensing issues for Watts Bar.
The regulatory delays described in this report are not affected by the schedule for resolving off-site emergency preparedness issues.

FOR THE THIRD QUARTER OF CV 1990 Comanche Peak Steam Electric Station Unit I completed startup testing and power ascension and began commercial operation on August 13, 1990.
Unit 2 construction is approximately 85 percent complete.
Engineering studies are in progress, and major construction activities are scheduled to resume in January 1991. Cold hydrostatic testing of the Unit 2 reactor vessel systems is scheduled for the fall of 1992 to support fuel load in early 1993.
Watts Bar Nuclear Plant On May 22, 1989, the applicant, the Tennessee Valley Authority (TVA), submitted its plan for the licensing of Watts Bar l' nit 1 [the Watts Bar Nuclear Performance Plan (WBNPP)].
In this plan, the applicant described the actions to identify, document, investigate, and correct problems at the llatts Bar plant. The NRC staff sent its safety evaluation on the WBNPP to TVA by letter dated December 28, 1989. Most of the corrective action activities, covered by 18 corrective action programs and 11 special programs, are well under way at Watts Bar. The staff aclieves that successful implementation of these programs will resolve most of the problems encountered at thi'; plant. The staff began its review of the Technical Specifications in April 1990, and the review is expected to take about 1 year. The staff plans to issue Supplement No. 5 to the Safety Evaluation Report (SER) related to the operation of Watts Bar in November 1990.
TVA's proposed fuel lood date of September 1991 is considered ambitious because of the volume of construction and engineering activities involved.

completed, the Commission decision dates indicate the date for the decision on a full-power license; however, initial licensing may proceed (restricting power to 5 percent of rated full power) on the basis of a favorable ASLB decision (if applicable) and a preliminary design verification by the applicant and the staff.
Construction completion dates and Commission decision dates are based on the applicant's estimate of construction completion.
2 The date shown is the estimated date for issuing the first safety evalua-tion report supplement (SSER) after the Advisory Committee on Reactor Safeguards (ACRS) meeting on the application.
