SIMULATION FACILITY APPLICATION - FOR NRC APPROVAL - REVISION 1 Attached are revisions to our Simulation Facility Application for NRC approval which was submitted by letter dated June 29, 1990. The revisions are in the form of page changes.

Please replace those pages in the existing Application with the attached pages. ' Changes are noted by lines or slashes in the right hand margin.

The changes primarily focus on two issues. The first results from our deci-sion to upgrade the computer system from two Compac 386/33 Mhz machines to one SAI Taurus Technologies Inc 860 computer system. This upgrade will, in affect, provide an unlimited input / output (1/0) capacity whereas the earlier design requ. ired a trade off between I/O capacity and the need to meet real time simulation of accident and transient scenarios.

The earlier design philosophy required that we develop an alternative resolu-tion for some of the control manipulations that are referred within the Application as Resolution No.3 - Other dynamic simulation.

These other dynamic simulations were scheduled to take considerable time to design, fabricate, and install alternative actuation circuits, many of which would scavenge from existing RP7ACT I/O signals. The SAI Taurus 860 computer system will permit e tn ea..ider and treat all devices resolved via either resolution No.2, RETACT I/O or resolution No.3, other dynamics as virtaa11y synonymous.

The second issue addressed by the enclosed changes relates to our plan con-cerning tne Dresden Simulator. The computer syste.n upgrade is intended to accelerate the installation of Phase II dynamics to a level sufficient to eliminate the need for the Dresden full scope simulator.

It is our plan, to complete a sufficient level of Phase II devices by the May 26, 1991 date to justify the BRP-LSS as adequate for evalusting the competency factors that were to be evaluated via the Dresden operating test. Our decision regarding the capabilities of the BRP-LSS vs Dresden will be reflected in the final revision to this Application by May 26, 1991.
