SEISMIC CATEGORY I FUEL BUILDING 1
Our raport to the Advisory Committee on Reactor Safeguards concerning the SWESSAR-Pl/BSAR-205 design, issued in November 1977, did not
( ', identify the seismic design classification of the fuel building as an open item. Since then, we have found that a portion of the fu,el ;
4 building is not designed to seismic Category I requirements, and there-fore, the design is unacceptable. Enclosed is our staff position delin-i eating our requirements for the fuel building design. ~ As you.know, this .
position has previously been identified to Stone & Webster through two utility applications in which the Stone & Webster balance-of'-plant. design is used - the Jamesport (Long Island Lighting Co.) and Greene Couri.t'y -
(Power Authority of State of New York) applications.

It is our intent to resolve this matter prior to issuance of a PDA for SWESSAR-Pl/BSAR-205. Should you have any question about this request, please contact your licensing project manager, Thomas Cox.

handling accident, we require that the entire fuel building be designed to seismic Category I requirements in conformance with Regulatory Guide 1.29. In doing so, you should assure that all portions of the structure and systems which serve as a low leakage barrier to provide atmospheric isolation of the spent fuel storage pool and associated fuel handling area arc designed to seismic Category I criteria.,
