SUMMARY

OF MEETING HELD ON NOVEMBER 16, 1978 TO DISCUSS

• FSV FLUCTUATIONS A meeting was held in Bethesda, Maryland on November 16, 1978 to discuss the latest fluctuatior, event at FSV. A list of meeting attendees is presented in Enclosure 1.' The purpose of the meeting was to provide PSCo the opportunity of presenting data from a fluctuation event where the steam outlet temperature limits were exceeded. A description of

The detailed preliminary data from tne November 4,1978 fluctuations are presented in Enclosure 3.

The November 4,1978 fluctuations at 45% power are similar to the fluctuations observed on Movember 26, 1977 in that similar large peak-to-peak values were observed. The displacement probe tapes were run for 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> intervals and there appeared to be no correlati6n between the fluctuations and the displacement probe response. The core resistance is calculated from the following relationship:

Resistance :

density x core pressure droo (circulator mass floss rate)l.6 When operating the reactor, the operators have a maximum core pressure drop below which they have to stay for steady operation.

For fluctuation testing, the limits in special test procedures are follcwed.

It is postulated that the change in steam generator steam outlet temperature was due to changes in the steam generator helium inlet temperature. This change is due, in turn, to region outlet temperature changes and gap flow changes.

The reason for flow changes in a region is possible cross flow in the core around the regions.

If the fluctuations were due strictly to flow changes in the coolant, then they would be of a sharper orofile. A step change in coolant channel flow does not produce sharp changes due to the graphite thermal time constant. Therefore, the steam generator helium inlet temperature must be related to some sort of flow switching mechanism. This mechanism is at the present time being investigated by General Atomic Company.

At the present time, there is insufficient data analysis for any meaningful conclusions using the November 6,1978 fluctuation.

f Public Service Company of Colorado and General Atomic will return in about four weeks with a detailed analysis and interpretation of the data. In the meantime, the core pressure drop has been reduced in order to permit stable, fluctuation free operation of the reactor at approximately 65 power. PSCO will also check if the core gaps have i

been rearranqed; the methods used will include placement Of transverse

thermocouples, orificinq positions and by perfonning a heat balance.

Alter the ne<t nuvling when the November 6,1978 fluctuation data is explained to the satisfaction of the NRC, PSCO will request a resumption of fluctuation testing below 70", power.

, fluctuations, in general, were characterized by swings of about 1.5% on Channel VII with Channel VI being relatively stable (less than 1%). Main steam temper-atures were fluctuating between 20* F.~

0430 Approximately 30 to 35 minutes into the fluccuation,

(

the main steam temperature for steam generator module B-1-1 dropped 120*F.

Some temperature drop was also evident on other steam generator modules, particularly B-1-4 and B-2-2.

(From the recorder tracer it is difficult to quantify the temperature drops in B-1-4 and B-2-2, but it appears that these two modules experienced a temperature drop in excess of 50*F).

With the observation of the main steam temperature swings immediate steps are taken to reduce reactor power to terminate the fluctuation.

Plant conditions at 49%: Core resistance 65 Core AP 2.85 0445 Reactor power reduced to 43%.

Fluctuatiens continue.

(It should be noted tha* only one drop in main steam temperature was observed and that temperature recovered immediately after the drop). Reactor power reduction.

from 43* to 35 commenced to terminate the fluctuation.

0515 Reactor power reduced to 35%.

Fluctuations continue for a short period of time.- Main steam temperatures are within : 20*F.

0540 Fluctuations cam,.ened out.

All conditions stable.
