Reasons for Proposed Change A. The snubbers listed above are not required to protect the primary coolant system or any other safety system or component. During an engineered safe-guards actuation, the piping associated with the above listed NFE snubbers is isolated by the automatic closure of motor-operated containment isolation valves.

B. BS-26A vas added because it is a safety-related snubber and was inadvertently omitted from the previous listing in Tabic 3.16.1.

C. Change made to indicate the reserved section, 3.15 D. IPE-9 was deleted because it is on the Secondary River Water System piping which is a system not related to nuclear safety.

Safety Analysis Justifying Change A. The Nuclear Services Closed Cooling Water System supplies the cooling water requirements for various nuclear system components not directly contacted by Reactor Coolant. The portion of the nuclear services cooling system piping which is protected by these snubbers only supplies cooling water to the reactor coolant pu=p motor coolers. Since, in the event of a LOCA, this piping is considered nonessential to nuclear safety and is automatically isolated, the licensee does not consider the snubbers associated with this piping to be safety-related or essential to achieving safe shutdown or cool-down. In addition, the Nuclear Services Closed Cooling Water System has been designed based on a 95 F. maxi =um heat exchanger outlet temperature and the system design pressure is 150 psig. Therefore, no pipe whip considerations apply. _

This change does not propose any alteration of system design and is only intended as an ad=inistrative change to Technical Specifications.

B. This addition corrects an oversight in the preparation of the Table 3.16.1 which omitted snubber BS-26A. Nuclear Safety is not affected by this editorial change. Visual inspection and functional testing of this snubber has been accomplished as required despite the omission frc= Table 3.16.1.

C. This change is solely editorial in nature and has no effect on safety.

D. This deletion corrects an error in the original preparation of the Table 3 16.1 in which a snubber from the non-nuclear safety-related Secondary River Water System was included erroneously.

License Amendment Classification (10 CFR 170.22)

The licensee has detercined that this amendment is administrative in nature and has no safety or environmental significance. The appropriate remittance is therefore $1,200.00. __ .
