COE USF&WLS Mr. D. Beno Mr. J. Fossum PURPOSE The purpose of this meeting was to review and discuss the status of the environmental programs and studies being conducted for the Haven Nuclear Plant Project.

DISCUdSION The following summarizes the major points dis-cussed in this meeting:

1. A progress review o.f the project since the last quarterly meeting (August 15, 1978) was made by UE.

Major events which happened during this period included the filing of a Certificate for Public Convenience and Necessity (CPCN) to the Public Service Commission of Wisconsin on August 31, 1978 and the submittal of pre-certification

!. i permit applications to the Department of Natural Resources on September 20, 1978.

2. In terms of plans for submitting future amend-ments to the Environmental Report, WE outlined the proposed schedule and the corresponding major contents (attached).
3. WE presented the study results of a once-  ;

through cooling discharge system. Thi's study was a follow-up action item from a meeting held with regulatory agencies on September 13, 1978.

3.1 The design parameters for this study are:

Discharge System Offshore submerged diffuser 4T Across Condenser 40'F Flow Rate 350,000 gallons per minute Offshore Pipeline Distance 3,800 feet Diffuser Length 300 feet Diffuser Submergence 12 feet Nozzle Spacing 30 feet '

Nozzle Diameter 2.5 feet .

Nozzle Velocity 14 feet per second Nozzle Inclination 15 degree up from horizontal Estimated Thermal Plume Size Less than 10 acres on the surface for 3*F isotherm 3.2 There was no objection or major comments from the participants regarding the system described above.

3.3 The thermal plume modelling was based on a nethod developed by J. H. Lee, C. H. Jirka and D. R. R. Harleman and is described in the report entitled "Modelling of Unidirectional Thermal Diffusers in Shallow Water, Massachusetts '

Institute of Technolcgy, July 1977". A copy of this report was given to Mr. Marmer for his information. This modelling approach was further validated and verified by field data collected from the Fitzpatrick Nuclear Power Plant and by hydraulic model testing data for the proposed Perry Nuclear ,

Power Plant. -

3.4 The total cost for this cooling system with f velocity-cap type intakes and conventional screens was

! estimated about 84.1 million dollars. Approximately 19

! n.illion dollars less expensive than the . natural draft-l cooling tower.

4. On DNR permit applications, WE indicated that a petition for altern'ative effluent limitations based on the once-through cooling option described in Item 3 is scheduled to be filed in December, 1978. A Chapter 30 permit applica-tion supplement in connection with the once-through cooling option is also scheduled to be filed in December, 1978.

5. Ms. Bangert asked WE's reaction on the DNR's request for an extension of the 90 day review period of Cooling Tower Plan Approvals as indicated in'a letter dated November 2, 1978. WE responded that. an extension will be granted by WE in a forthcoming letter to the DNR. (A letter dated November 17, 1978 was sent to the DNR extending such review period for a' maximum period permitted by statue, i.e.

six months.)

6. Mr. D. Beno indicated that a 90-day review period is needed for permit review by the Corps of Engineers.

He further stated that approvals from the State of Wisconsin are required before the issuance of approvals from the Corps.

7. Mr. Fossum asked when the information on transmission lines will be available. WE responded that the amendment to be filled in December, 1978 will contain all the information regarding transmission lines.
8. A progress review of the environmental studies as' outlined in a schedule (attached), was made by WE.

Except for the on-going pumping test, all the field studies have been completed as scheduled.

9. The next quarterly meeting is tentatively scheduled for February 28', 1978 at 1:00 p.m.
