Dear Chairman Palladino:

We write to you out of concern,for proper c or. s i de r a t i on of the licensing of the Clinch River Breeder Reactor.

Environmental Action, on behalf of our 25,000 members, hereby formally requests that the Nuclear Regulatory Commission issue an updated supplement to the 1977 Fiaal Environmental Impact Statement for the Clinch River Breeder Reactor project. Further we request that a draft versson of the update supplement be circulated for comments to our organization and others for comment.

We make th i s f ormal request because we believe that many aspects of the CRBR project and our nation's knowledge about nuclear power have changed since 1977.

Maj or changes in the design of the reactor vessel and fuel core have occurred and must be considered.

Certainly, the ongoing accident at Three Mile Island has implications and lessons to be learned. TMI demonstrated the need for increased attention to human error and the all too real risks of serious accidents previously considered incredible. TMI provided graphic examples for the need to revise emergency preparedness and reactor siting criteria.

Further, since 1977, the Commission has made major changes in its regulations concerning accident risk reduction, radiation protection, and transportation of radioactive material.

In view of these important new circumstances and information, we believe that it is necessary to significantly supplement the Final EIS for CRBR. All the relevant facts must be disclosed to the public and considered by the Commission. Without a supplement, the Commission will be relying on outdated and discredited 8208090018 82071S PDR ADOCK 05000537 D PDR Recycling saves trees. This is 100% recycied paper.
