-.This references your memo dated September 14, 1990.
We concur that the presently used Standard Condition does not authorize licensees to perform any of the installation process.
Further, we are aware that considerable confusion exists 'because of communication problems among licensees, gauge manufacturers' distributors, and NRC (including license reviewers, inspectors and device reviewers).
However, even though these communication problems exist, Ril staff does not believe that any significant safety problem would occur from customer mounting of gauges.
To correct the communicatiJn problem, We recommend the use of the following

ccndition along with the standard installation condition, when appropriate.
"Notwithstanding the provisions of condition -------, the licensee is authorized;to perform the initial mounting of devices containing licensed material, provided that the device "on-off" mechanism remains locked in-the."off" position and the-device manufacturer's written installation procedures are followed."
