SUBJECT:
MEETING TO DISCUSS THE STATE OF MAINE RADIOLOGICAL INCIDENT PLAN By letter to FEMA Region I dated July 19, 1982, the Bureau of Civil Emergency Preparedness of the State of Maine requested FEMA and NRC attendance at a meeting scheduled for Wednesday, August 18, 1982. A copy of this letter which showed the NRC as cc addressees was transmitted by facsimile to Shelly Schwartz.
Subsequently, )y letter dated July 26, 1982 FEMA Region I requested NRC participation. They specifically requested participation to clarify your memorandum to R. W. Krim dated May 12,1982.
The subject of prompt decision making on protective action recommendations is important and is particularly visible at this time.
I urge that you or Shelly Schwartz attend this meeting. There will also be a representative from my Division.

The 411ne Barcan of Civil Emer9ency Preparedness lMECEP) is most desirous of correcting / eliminating aLL discrepancies associated with the. State of Maine radio-Logical incident Plan, in an expeditious m1nner.
Presently, we have a listing of discrepancies developed as a result of the. Regional Assistaner. Comittee (RAC) and the finst Maine Yankee cxercise, which was conduc.ted on Saturday, 26 Septetrber 1981.
In our opinion, many af the " discrepancies" noted were Listed as a result of incorrec.t conctusions drawn by observers and/or an in-complete understanding of existing systems or procedures.
Accordingly, we have scheduled a review of these discrepancies on-Wednesday,18 It is requested that Ms. Sharon August 1982 in this office, commencing at 9 a.m.
