L This letter, as agreed upon by Mr. R. W. Reid and Mr. W. E. Potts during their telephone conversation on 10-30-78, is to inform the Commission that Met-Ed plans to implement the Standard Technical Specifications fo~ TMI-1 mid-cycle instead of at the end of the 1979 refueling outage. This change of implementa-tion date is due to the following:

1.

Based on Cycle h Capacity Factor to date, the 1979 refueling outage vill be moved forward approximately forty days.

2.

The NRC STS review responsibility was changed from Mr. Wetmore to Mr.

Bottimore in the middle of the review process.

'rhere are six Tech Spec Change Requ' sts at the NRC avaiting review, e

which must be approved prior to STS implementation.

There are several sections of the STS for which mutually agreeable solutions have not yet been reached.

5 The STS procedures, which are being prepared, vill have to be rereviewed upon agreement of the open sections of the STS.

The earlier refueling vill impact the scheduled January-February training program for the operators.

In addition to the above, the following advantages will result from a mid-cycle implementation.

The additional time vill permit a more thorough review of the STS and rereview of the required procedures.

A delayed implementation date vill allow total concentration of effort toward the refueling and startup.

The only disadvantage with mid-cycle implementation is the ability to take credit for the refueling surveillsnees. The most favorable option vould be to obtain an exemption from the NRC which specifies that the refueling interval surveillance specifications are to become effective starting with the first refueling cutage following implementation of the STS.

Based on the above, Met-Ed requests NRC concurrence on implementation of STS for TMI-1 at mid-cycle 5 (probably August 1979). Met-Ed further requests that NRC specifies that the refueling interval surveillance specifications become effective starting with the first refueling outage following implementa-tion of the STS.
