Dear Mr. Keppler:

In accordance with Reference 1, this is to inform you of abnormal degradation discovered in the primary reactor containment during periodic Type A surveillance leakage rate testing.

i As a result of conducting a periodic Type A leak test on the LACBWR primary reactor containment, the measured leakage rate (Lam ) was determined to exceed the maximum allowable test leakage rate of 0.1 percent per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> at the test pressure of 52 psig as defined in Reference 2.

The measured leakage rate was determined to be 0.10023% per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> including a calculated instrument error of 0.00675% per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

The leakage rate data used to formulate the finding was collected during the hours of 1000 and 2400 on October 29, 1978.

During this period of time, the ventilation discharge dampers were isolated due to excessive leakage.
