The purpose of this letter is to report on Toledo Edison's compliance with 10 CFR 73.55 and implementation of an Industrial Security Plan pursuant to the 10 CFR 73.55 on February 23, 1979.
Toledo Edison Company has reviewed the current construction and delivery schedules to determine its ability to comply with the increased protection requirements outlined in 10 CFR 73.55 by February 23, 1979, for the Davis-Besse Nuclear Power Station Unit No.1.
We have determined that with the exceptions noted below, Toledo Edison will meet the full intent, comply with the increased protection require-ments, and provide protection with high assurance against successful industrial sabotage threats described in 10 CFR 73.55 (a)(1) and (a)(2) on February 23, 1979.
Toledo Edison has, and continues to oper'te Ender the provisions of its Facility Operating License No. NPF-3 dated April 22,'1977, including provisions, amendments, and changes to its Physical Security Plan, approved by the Co= mission, collectively titled " Davis-Besse Nuclear Power Station Industrial Security Plan".
Toledo Edison submitted to the Commission an amended Security Plan on May 25, 1977, amended in December,1977; June, 1978; Septe=ber, 1978; and November,1978, describing measures required to comply with the provisions of 10 CFR 73.55.
The purchase and installation of equipment and measures outlined in the amended Security Plan will effectively result in full implementation of 10 CFR 73.55.
System equipment, components, and subsystems necessary to comply with the commitments of the amended Security Plan will be in place on q[ $ 13 2 % O ggdf3 ['

Mr. Harold R. Denton Page 2 November-15, 1978 Serial No. 467 Installation of all other security hardware by February 23, 1979 has been predicated on several qualifications or assumptions. Not'the least among these assumptions are factors over which Toledo Edison Company lacks control.
Such as (a) craf t manpower availability'when required, (2) no major weather delays, (c) no major equipment or materials delay, and (d) no plant outages affecting work performance.
In addition, all work prior and subsequent to February 23, 1979, must be accomplished in accordance with strict health physics radiation control procedures as well as all existing security requirements.
Taken collectively, the construction effort required to complete the work described above represents a massive undertaking of this type which will be carefully scrutinized, controlled, and directed at all times during accomplishment.
It is our judgment that The Toledo Edison Company will be in compliance with the increased protection requirements of 10 CFR 73.55 by February 23, 1979, and those items which pertain to commitments of the Security Plan, if implemented shortly after February 23, 1979, will neither lessen or-degrade the degree of increased protection.
Toledo Edison will include the exceptions described in this letter of notification as an Appendix to its recently submitted amended Industrial Security Plan. Compensatory measures as well as an implementation schedule will also be included in this Appendix.
Application is made to withhold the enclosed information from public disclosure pursuant to 10 CFR Part 2.790(d)..
