Dear Mr. Baer:
In the interest of expediting the licensing process, the Toledo Edison Company submits the following commitment to resolve outstanding item 8 of Section 1.8 of the " Safety Evaluation Report related to the construction of Davis-Besse Nuclear Power Station Units 2 and 3."
The Applicant still maintains the position that the containment hydrogen dilution system is a safe, reliable means of controlling combustible gases following a postulated loss-of-coolant accident. In light of the recent addition to 10 CFR Part 50, in particular Section 50.44(e), which precludes the use of repressurization as the primary means for cor. trolling combustible gases following a LOCA, we make the commitment to use hydrogen recombiners at Davis-Be'ssd Nuclear Power Station, Units 2 and 3.
However, we will be-followtag. t,he,0f f1,ce of Nuclear Regulatory Research work in the area of post-LOCA hpdroge,n control, currently in progress within NRC. Should the research result in revision of the regulations to allow use of hydrogen dilution, we will reevaluate our commitment.
The above commitment should allow your resolutian of this item'in the Supplement to the referenced Safety Evaluation Report.
