50 260' 50-296 This is in response to verbal questions from your staff concerning our submittal to you from J. E. Gilleland of August 11, 1978, requesting changes to the Browns Fer y Nuclear Plant units 1, 2, and 3 technical specifications. As discussed with your staff TVA comits to the following administrative controls to ensure that the proposed reconfiguration of the SRM's and IRM's will be placed in the non-coincidence trip mode before removing APRM protection. The Browns Ferry Instrument Maintenance Instructions will be reviewed and revised as necessary to includes (1) a specific reference to the technical specification table 3.1.A and associated notes 21 and 22, which indicate that the SRM's/IRM's must be reconfigured to provide non-coin-cidence high flux scram protection, and (2) a specific procedural step which requires that verification will be made that the appropriate shorting links have been removed before any maintenance on the IRM/APRM detectors begins.
