Dear Sir:
In remonse to Reference (e) above, please be advised that on Thursday, June 24, 1982, the Plant Operations Review Committee (PORC) reviewed and approved Teledyne's procedures for analysis of Strontium 89/90. This means that with respect to thes1 procedures, Maine Yankee is now in full compliance.
In telephone conversations held on December 1,1981 and December 2,1981 with the Regional Administrator and the Director of the Division of Resident and Project Inspection, it was agreed that we have a valid concern about diluting the effectiveness of PORC activities; that PORC should not be involved in the review of detailed analytical procedures used by vendors to accomplish safety related but offline activities; and that the specific resolution regarding this procedure does not reflect any intention to generalize the philosophy forming the basis of this citation. Our concerns were explained in our letter of December 28,1981 (Reference c).

Haynes, Director Page two We are left with the impression that we should either pursue this matter further with NRC management, or seek a revision of the technical specification to clarify its intent, because the resolution of this specific violation apoears to have been a soecial case for reasons which are not entirely clear.
