.-...u ....-.a . a ENCLOSURE (1) i RECORD REQUIREMENTS FOR ENTRY INTO CALVERT CLIFFS CONTROLLED AREA A. Escorted Access to Controlled Area 1. No records required, but individual is restricted as follows: a. No access to "High Radiation Areas" b. No access to " Airborne Activity Areas" requiring respirators. c. No access to High Radioactive Contamination Areas. d. Limited to 10 mrem total dose for visit. e. Must have RSCF permission for entry. - NOTE - () No Radiological Controls training required, but must be under control of a qualified Rad-ConEscort(Plant). B. Normal Access to Controlled Area 1. Must have a completed NRC Form 4 or documentation to support the completion of a Form 4 j a. If a completed Fonn 4 is provided, a certification i statement shall be written thereon as follows: "I l m, certify that the locations, perieds of exposures and .1 exposures are correct and I will supply Calvert Cliffs with supportive documentation upon request"., The ? certification must be signed by the employers Health ^ Physicist, Radiological Safety Officer, Radiation Health Officer or equivalent. 2. If a completed NRC Form 4 is not available and current calendar quarter's exposures cannot be documented, the individual will be restricted to 100 mrem total W.B. dose for that calendar quarter at Calvert Cliffs. a. If a completed NRC Form 4 is not available and lifetime exposures are not available but the current calendar quarter's exposures are available, the individual will be restricted to 900 mrem total W.B. dose for that 3 calendar quarter at Calvert Cliffs. 3. If an individual is required to enter a high airborne or surface contamination area or required to wear respiratory protection he I is required to furnish Calvert Cliffs with a " Medical Approval Form" certifying that the individual has been examined and found to have no physical or psychological condition which the use of g_a-,

The " Medical Approval Form" is good for only one year. j b. Furthemore, respirator users are required to undergo the necessary Respiratory Protection Training and Respirator l Man-Fitting Evaluation at Calvert Cliffs. 4 All individuals entering the Controlled Area must undergo Controlled Area Radiological Controls Training prior to entry. This is done on an annual basis and all training performed C: prior to April require retraining after July 1 of the same year. C. Training Requirements 1. All Radiation Areas a. Douglass SUIDECTi Dnployee Screening for hinittance to 'Ihe Calvert Cliffs Nuclear Powr Plant i b, Federal regulations require that all individuals granted unescorted access to the protected area of a nuclear power plant be subject to screening in order to detennine that they do not pose a security risk to the facility. Accordingly, Baltinore Gas and Electric Company, in ccapliance with this regulation, must insure that all non-Campany personnel who are granted unescorted access to the Calvert Cliffs Nuclear Power Plant (CCNPP) will have had such a check made by their employers prior to August 24, 1978. Acceptable means to nect the screen-ing requirements are specified in ANSI N18.17-1973, Section 4.3, as follows: "4.3 Hnployee Screening Procedures shall be employed for making a determination ,j 'l of the acceptability of candidates for nuclear plant employment and the continuing acceptability of sployees with regard to their trustworthiness. 'Ihese procedures shall include, as a mininun, the following provisions: (1) an investigation, either prior to enployment or prior to assigment to a position allowing access without escort, to disclose adverse character traits that might bear on his abilities or motivation to discharge his duties in a responsibla

manner, (2) examination by a licensed psychiatrist or physician or other person professionally trained to identify aberrant behavior, either prior to employnent or prior to assigreant to a position allowing access without escort, for the purpose of observiftg and disqualifying persons displaying indications of cuotional instability such that there is reasonable-doubt the persen could discharge his duties in a r

Attachnent 1 outlines tm possible plans for performing the required screening of i your employees as required by ANSI N18.17-1973. I i Per ANSI N18.17-1973, Section 4.3.(3), we will also require an annual reverifica. tion by you that your employee has exhibited no aberrant characteristics in the preceding year, in order for us to continue to grant him unescorted access to the -i protected area. The Nuclear Regulatory Comnission (IEC) has proposed an alternate means of meeting Sections 4.3.(1) and 4.3. (2) above, in a merorandum dated Ibvember 26, 1977, from the Chief, Reactor Safeguards Licensing Branch, on the subject of " Screening of Individuals Granted Unescorted Access to the Protected Arca - Review Cuideline #1." 1 This permits granting unescorted access to the protected area to an individual if (-)$ (a) at least three continuous years of trustworthy employment with his current s ernployer are docunented, and (b) the trustworthiness of the individual is deter-3 mined by a review of the individual's employment record. s This latter method of screening is considered satisfactory by the Baltimore Gas and Electric Company until further tulings from the IEC dictate othenrise. Individuals who do not meet the three-year requirenent should be screened in accordance with the plans in Attachnent 1. 4 In order for us to comply with the requirements of 10 CFR 73.55, you are requested to submit, in writing to the undersigned, the results of your screening for each of your employees for whom you request unescorted access. This should be sent to i us as soon as possible, but, under no circumstances, no later than Atgust 24, 1978. Investigation of records of candidate's past perfo' rmance. i 2. Assessment of candidate's personal and social adjustment by paper-and-pencil test and a clinical psychologist. 3. Continued observation of person's behavior by his super-visor for instances of adjustment problems, .t I Procedure for Screening tbn-Company Bnoloyees ,l Who Have Unescorted Access to CX:NPP g f. These procedures apply to employees of other organizations who require unescorted access to CCNPP. This would include contractor enployees, vendors, etc. A. Arrangement with the Organization 1. The organization is made aware of NPC requirements regarding nuclear power plant acployee screening and of BG&E's interpretation of these requirenants. P 2. Based on the size of the organization, or the ntraber of the organiza-tion's enployees to be screened, one of the two sets of procedures outlined below is instituted. For a particular organization, the choice of procedures is made by BG&E following a raview of the relevant considerations. a. If the organization has over 15 employees to be screened, the 's organization will be responsible for conducting the screening procedures described below in B (Plan 1). 3 b. If the organization has 15 or less enployees to be screened, BG:E's resources will be used to assist the organization in adninistering the screening procedures. This process is de-scribed below in C (Plan 2). B. Plan 1 Plan 1 is intended to permit the organization to utilize its own resources in screening its employees for deployment at CCNPP. This plan is appropriate when more than 15 employees are to be screened and when the organization is sufficiently large to undertake a screening program of its own that would confonn to NPC guidelines and that would be comparable to BG&E's program. l 1. In addition to the above require-l- mmts, the organization's procedures should meet professional ethical standards for the handling of psychological tests and test results. h procedures should also provide that complete docmentation of l: - each case be forwarded to BGGE Psychological Service:. i 3. The organization's proposed procedures are reviewed by BGGE; j l specifically, by representatives of CCNPP, legal, Medical, and Il Psychological Services. Based on this review, the organization is i given word to proceed or to modify the proposed procedures to satisfy the above requir ments. I C. Plan 2 4 1 t -1 Plan 2 designates that BG&E conduct the screening of person employed by .y other organizations when there are 15 or less mployees to be screened and - I l the organization itself does not have the resources to undertake the screening. h 1. Coordination with the organization is initiated and handled by a repre- ] sentative of EPD. t 2. The organization provides BG&E with information from the person's personnel folder, including performance appraisals, disciplinary actions, absenteeism records, and past sployment history. This information is j reviewed by the BG&E Duployment Unit or Psychological Services. l 3. The M4PI (a paper and pencil test) is administered to the person by a j representative of BG&E qualified to administer the test. { 4. Tests are scored and evaluated by Psychological Services. j /"N 5. If, in the judgment of Psychological Services, test scores and/or j () information frcxn the personnel folder indicate e potential problem, the individual is scheduled for a follow-up interview with a psychologist. 1 O 6. Following the interview, the psychologist determines the individual's i suitability for assiginent to CCNPP. 7. h organization is notified by Psychological Services of the determina-tion. This notification is given in a go-no-go fashion. In the case of t "no-go's", the organization and/or the person may call the psychologist i and discuss the decision. ~j 8.
