By your application'and affidavit ~ dated April 27, 1990, you submitted ' North AnnaUnit1EvaluationforTubeVibrationInducedFatigue"(WCAP-12351) dated December 1989 and requested that-it.be withheld from public disclosure pursuant to 10 CFR 2.790.
You stated that the submittedLinformation should be~ considered exempt from mandatory public disclosure for the following reasons:
1.
The information sought to be withheld from public disclosure is' owned and has been-held in confidence by Westinghouse; 2.
The information is of a type customarily held. in confidence by Westinghouse ~
and not customarily disclosed to the public; 3.
The information has been transmitted to and received by the Comission in confidence; 4.
The information sought to be protected is not available in public sources; and 5.
public disclosure of the information: sought to be ' withheld isilikely to cause. substantial harm to the-competitive position of Westinghouse because the information is expected to.be applicable in'other licensee submittals in response to certain NRC. requirements for justification of. actions'to minimize the potential-for rapidly. propagating fatigue cracks: causing a:
steam generator tube rupture.' Therefore, Westinghouse plans to sell the-use of similar information totits customers for purposes-of meeting NRCc
" requirements'for licensing documentation.
We have reviewed your' application and the material in accordance with the requirements of.10 CFR 2~.790:and, on the basis of your statements, have determined that. the submitted information sought to be withheld contains proprietary' comercial information.

If the need arises, wc may send copies of this information to our consultants working in 2
this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.
