f The New I!ampshire Yankee (NHY) Offsite Dose Calculation Manual (ODCM)-

currently cont ins two restrictions in Part A' which lower the limits for Method I gaseous dose calculations and prohibit the use of the existing NHY Method 11 gaseous and liquid i

dose calculations. These restrictions were discussed in our recent meeting with the NRC Staff

(Reference (c)]. The restrictions were added (Reference (b)] as part of the Staff's final review and approval of the ODCM methodologies. The restriction on-the use of Method Il dose calculations prohibits the use of current meteorology in the formulation of the Semi-annual Radiological Effluent Release Report as required by-Seabrook Station Technical Specification 6.8.1.4 1

In order to address NRC concerns identified during the initial ODCM ~ review and a

facilitate the preparation of the Semiannual Radiological Effluent Release Report,' NHY has prepared a revision to the ODCM to incorporate the use of those methodologies which were previously restricted by the Staff. This -revision utilizes an enhanced atmosphic, diffusion model for Method I calculations and incorporates the principles of Regulatory Guide 1.109,

I calculations. The revision contains those changes that were discussed during our October 16, 1990 meeting in your White Flint office and provides the basis and justification for the 1

removal of the restrictions.

As discussed in the meeting, New ilampshire Yankee respectfully requests approval of this proposed change by December 15, 1990 to allow the ODCM to be utilized in the l

preparation of the Semiannual Radiological Effluent Release Report. New Hampshire Yankee believes that this schedule provides sufficient time for NHY and NRC to allow preparation of the report without need for regulatory relief.
