Report, ORAU 89/H-9, dated September 1989 (NRC Inspection Report No.

l 50-433/89-01) is enclosed.

. Based on our review of the ORAU's Final Report, it appears that the residual radioactivity and contamination levels comply with Table I-of Regulatory Guide 1.86 and the exposure limit of 5 microrem/ hour above background at one meter has been met.

Region V concurs with the licensee's request that the facility license be terminated and the facility released for unrestricted use.

NRC DEC0PMISSIONING INSPECTION - V. C. SANTA BARBARA L-77 NUCLEAR TRAINING REACTOR FACILITY This letter concerns the June 14-15, 1989 confirmatory radiological survey of the U. C. Santa Barbara L-77 nuclear training reactor facility conducted by Oak Ridge Associated Universities (ORAU) under contract to the NRC. This facility was used for activities authorized by NRC license No. R-124.

This inspection was conducted to verify that the conditions of the facility were as described in the " Final. Survey Report for the UCSB L-77 Reactor Dismantling" submitted to the Commission on January 5,1987, and to verify that the residual radioactivity and contamination levels comply with Table I of Regulatory Guide 1.86 and the exposure limit of 5 microrem/ hour above background at one meter had been met.

Based on our review of the ORAU's Final Report, ORAU 89/H-9, dated September 1989, the above stated criteria appears to have been met.

The enclosed ORAU report is being identified as NRC Inspection Report No. 50-433/89-01.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2 Title 10, Code of Federal Regulations, a copy of this letter and the enclosure.
