i NOTICE OF ISSUANCE OF AMEN 0MENTS TO FACILITY i OPERATING LICENSES The U. S. Nuclear Regulatory Commission (the Commission) has 4-sned Amendment Nos. 38 and 31 to Facility Operating Licenses Nos. -
nP9-31 and OPR-41, respectively, issued to Florida Power and Light ;
Connanv which revised Technical Soecifications for operation of the Turkey Point Nuclear Generating Units Nos. 3 and 4, located in Oade County, Florida. The amendments are effective as of the date of issuance.
The amendments change the Technical Specifications for Turkey Point Unit Nos. 3 and 4 in connection with tne refueling of Unit 4 ,
Cycle 5 operation and authorize the operation of Turkey Point Unit C' nos. 3 and 4 with u, to an average of 257. of the tubes in the three
' team generators in each unit in a plugged condition. In addition, the steam generators in Turkey Point Unit 4 have been inspected by FPL -
and recorted on September 6,1978. The steam generators have been
'a"ed satisfactory by the NRC for an additional six equivalent months.

The operating limits regarding the steam generators for Unit 4, which were previously governed by NRC Orders for Modifica- i tion of License dated August 3 and 11,1977 and March 8, 1978, ;
are superseded by this amendment. ,

.The application for the amendments complies with the standards '

i and requirements of the Atomic Energy Act of 1954, as amended ;
(the Act), and the Commission's rules and regulations. The ;
Commission has made appropriate findings as required by the I r
('l Act and the Commission's rules and reguitions in 10 CFR Chapter l I, which are set forth in the license amendments. Prior public notice of the steam generator inspection was not required since the amendments do not involve a significant hazards consideration. '
