,i This letter is in response to your letter of July 31, 1978, in which you commented on the Liquified Natural Gas (LNG) Contingency Plan, the a

Each of your comments will be addressed separately.

l .

j BG8E plans to ,make the LNG Contingency Plan a part (Section I) of' their site Emergency Plan Implementing Procedure. The Calvert County Control Center has a copy of this document and is on the distribution list for any changes, according to BG&E. We have requested that BG&E contact the responsible Calvert County personnel in the development and implementation of the LNG Contingency Plan.

! j BG&E is currently authorized by the NRC to store up to 1,076 spent

fuel assemblies in the spent fuel storage pool shared by the CCNPP
units. Our Environmental Impact Appraisal accompanying the amendments

! authorizing the increase in spent fuel storage to 1,076 assemblies l states that, "the proposed increase in storage capacity will allow

.j .d- CCNPP to operate both units until 1985, by which time interim storage t

and the Federal repository for spent fuel are expected to be operable."

l We are not aware of any plans BG&E has to increase their spent fuel j pool storage capacity beyond the 1,076 fuel assemblies authorized. If

BG8E were to make such an application, a new Safety Evaluation and l Environmental Impact Appraisal justifying a Technical Specification ,

We agree with your concern over the proposed shallow water draft trials of LNG tankers in the vicinity of CCNPP. We expressed our concern in our May 31, 1978 letter to the Captain of the Port of Baltimore (enclosed with the June 13, 1978 Safety Evaluation you have addressed in your letter).

We have recently : eceived a response from Captain J. W. Kime, Captain of

, the Port of Baltimore, for the U. S. Coast Guard, which addresses this concern stating that his office will not permit shallow water maneuvers by LNG carriers close to CCNPP unless the vessel is in a gas free condition.

I trust this infomation will be of interest to the Calvert County Commissioners.
