, Protection' System (CPS) in response to Mr. A. Schwencer's August 28, i 1978 letter to Mr. William J. Cahill, Jr. A Safety Evaluation of the 4

proposed changes is presented in Attachnent B to this Application.

I Based on plant design and cperational experience to date, Con Edison Miwes that the use of a pressurizer bubble durig startup of

_the-Anitial reactor coolant pmp (PCP) significantly reduces the effects -[
