7590-01 UNITED STATES HUCLEAR REGULATORY COMiilSSICH DOCKET N0. 50 409 DAIRYLAND POWER COOPERATIVE NOTICE OF ISSUANCE OF At1ENDMENT TO PROVISIONAL OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Ccmmission) has issued Amencment 'lo.14 to Provisional Operating License No. OPR-45, issued to Dairyland Power Cooperative (the licensee), which revisec the Technical Specifications for operation of the La Crosse Boiling Water Reactor (LACSWR) located in Vernon County, '.lisconsin.

The amencment is effective as of its date of issuance.

The amendment deletes the requirement for operable fire detectors in the Reactor Containment 3uilding during the performance of the containment integrated leak rate test.

The Commission has determined that the issuance of tnis amendment will not result in any significant environmental impact and that pursuant to 10 CFR 151.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

The amendment is effective as of its date of issuance.

The application for the amendment complies with the standards and requirerents of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Connission has made appropriate findings as required by the Act and the Conaission's rules and regulations in 10 CFP. Chapter I, which are set forth in the license anencnent. Prior public notice of this amendment was not recuired since the anendment does not involve a significant hazards consideration.
