SUMMARY

OF MEETING HELD ON OC 0BER 12,1978 TO DISCUSS THE STEAM GENERATOR PRCGRAM A meeting was held on October 12, 1978 in Bethesda, Mar / land between representatives of Censolidated Edison Company of New York (the licensee) and the NRC. The attendees are listed in E::cicsure 1.

The licensee requested the meeting to infom the NRC of its steam generator program for Indian Point Unit 2 (IP-2).

Copies of the slides presented by the licensee are included in Enclosure 2.

As reported to the staff earlier this year, during an inspection of the support plates, the licensee detectec cracking of the ligaments.

To avoid additional degradation of the support plates the licensee has decided, for the present, to abanden the concept of chemical cleaning of the steam generators. The options now being censidered include recubing, or replacement, of the steam generators. Vendors other than Westinghcuse, such as Combustion Engineering, Babecck &

Wilcox, and Kraftwerk Union, are also being considered for replace-ment stean generators.

Two recent inspections seventeen weeks acart indicated to the licensee that the degradation of the steam generators at Indian Point Unit 2 is a very slew process, and that retubing or replace-ment may not be necessary for several years, if at all. The licensee ic hcping to sicw this degradation by treating the secondary water.

(Boric acid, morpholine and cyclchexylamine are some of the additives being censidered.)

The licensee is planning to submit in the next four mcnths a study erfomed by Westingnouse to justify safe coeration of the facility with six percent of the steam generator tubes plugged.

" custom-made" the steam generators ant, the longer our review is likely to take.

Instead of submitting the Westinghouse study justifying operation with six percent tube plugging it may b,e prudent for the licensee to submit a study showing the maximum percent of plugging that can be justified.

(This could save everyone manpower by avoiding successive increases in allowable percent pluggings.)

(3)

In replacing the steam generators, the licensee should consider personnel dose received and effects on plant security provisions.

It_is not-yet-clear whether an Environmental Impact Statement is required, but the actions that will be taken on Turkey Point and Surry may serve as a precedent.
