le We have received your letter of June 22, 1982 regarding the planned replacement of steam generator major components at Point Beach Nuclear Plant Unit I by Wisconsin Electric Power Company, We thank you for your interest and will keep your objection and other comments in mind.
One point of clarification, however, deserves to be made. Your last statement in your June 22, 1982 letter stated your "... objection to the licensee's May 27 letter of intent not to apply". A careful reading of the licensee's letter indicates that they request their May 27, 1982 letter to be considered as an application for amendment in the event NRC staff does not agree with the licensee's determina-tion that the repairs can be conducted pursuant to 10 CFR 50.59 without a license amendment. The NRC staff is, therefore, considering the licensee's May 27, 1982 letter as an application for amendment to the Point Beach Unit I license"per the licensee's request (see, NRC staff letter of July 6, 1982 to Mr. C. W. Fay of Wisconsin Electric Power Company).
