STATE INVOLVEMENT IN HIGH-LEVEL WASTE DISPOSAL LICENSING 1

I appreciate your letter of April 14. Your letter provides some specific suggestions for implementation of 10 CFR 60 Subpart C involving j

participation by States in NRC's HLW licensing process and also offers assistance in this area.

The establishment of effective working arrangements with States prior to SCR submittal is, as I indicated in the March, Region V States meeting, crucial to a successful SCR review process. Most of the job of establishing these arrangements will be performed by project managers of l

the licensing review teams we have set up for the leading DOE sites.

Also, I have established responsibilities on my staff for handling general State participation matters -- Seth Coplan with assistance from Ronald Uleck. We will also be relying on assistance from Licensing Process and Integration Branch (WMPI) and High-Level Waste Licensing Management Branch (WMHL) staff on selected tasks.

As I discussed with you, we are planning meetings with State i

representatives in Nevada and Washington during the week of May 16 to discuss more specifically than I could do at Walnut Creek what State needs and interests are and to make progress in determining specifically how they would like to participate in the upcoming SCR review. As a i
