Fire Protection Open Items Meeting The staff and the staff's fire protection consultant met with representatives of Wisconsin Public Service Corporation on September 28 and 29',1978, to discuss resolution of open items resulting from the fire protection review of the Kewaunee Nuclear Power Plant. An attendance list is enclosed.

Using as a working document a draft of the Fire Protection Safety Evaluation, the staff and licensee discussed comitments made during the course of the fire protection review and the proposed schedule for implementation of facility modifications resulting from the review. The licensee has agreed to implement all proposed modifica-tions, with the exception of completion of sealing of fire barrier openings, prior to startup following the next regularly scheduled refueling cutage. Installation of all fire barrier seals will be completed prior to January 1,1980.

We requested additional infonnation in the form of specifications and criteria pertinent to certain facility modifications to improve fire protection. The licensee agreed to provide this information within two weeks.

l Two open items were discussed: sprinkler protection for the circulating water pumps and the need for additional safe shutdown instrumentation

in case of a relay room fire. In response to our position that autcmatic sprinklers should be used to provide protection from the consequences of a circulating water pump oil fire, the licensee presented the results of an analysis meant to demonstrate that such protection is not required. We agreed to review these results.

In addition, the licensee agreed to provide the results of an analysis which demonstrates that in the event of a relay rocm fire the plant can be brought to safe shutdown condition without the additional safe shutdcwn instrumentation currently being recom. ended by the staff (pressurizer pressure and level and steam

will be provided within three weeks. One final open item, our l

position calling for a five-man fire brigade, will be resolved at a later date.

Finally, we presented at sdditional requirement relative to upgrading the fire rating of barriers separating the diesel generator rooms from the corridor to the screenhouse. The licensee will respond to this staff position within three weeks.

We agreed to document our request for additional information, including requests for formal submittal of the results of circulating water pump fire consequences analysis and the safe shutdown analysis. This was done in a letter to the licensee dated October 6,1978. All licensee responses will be provided before October 27, 1978.
