1977, f.iscloses that liquid raduastes were stored temporarily in the spent fuel pool during July of 1976, and thitt, as a re-nult, the spent fuel pool is in fact contaminated with low levels of radiation.
Another =0mber of the Department of Energy staff, David Philbrick, had been inforacd of this storage cf liquid radwaste some time ago, but had been told by PGE that the spent fuel pcol had been " decontaminated" aftcr the liquid raduastes were processed in the plant.
Because Oregon made the allegations in its motion, Oregon feels compclied to call this situation to the Board's attention.
Needless to say, we are embarrassed that this error occurred, and can only stato tnat we were relyinc upon PGE's representa-tions in its cricinal'apolication.4 oregon in no way attempted to intentionally misrepresent the situation.

Oregon does not believe that the Board should necessarily rescind its order of August 8, 1977.
The Jevels of radiation in the spent fuel pool are quite lou, and benefits to be gained from changing of the spent fuel storage racks, if at all, pri or to refueling still exist, if to a lesser extent.
