On August 30, 1978, in accordance with '10CFR50.55 (e), we reported verbally to Recion I a deficiency with miscellaneous electrical fittings used in the installstion of cable tray a,nd conduit.
i This deficiency was determined to be reportable since several types'of fittings, which might have been utilized in Category I systems, were supplied by a vendor other than listed in a field use specification.
The Shoreham field use specifications list specific manufacturers and model numbers whenever field purchas-ing of non-engineered items is required.
Both Power Strut and Uni-Strut were specified as manufacturers of cable tray and con-duit support fi ttings.
This letter serves as our 30 day written report for this deficiency.
l Description of the Deficiency

Power Strut is manufac-
-i tured by the Van Huffel Tube Corporation, Warren, Ohio.
The pur-1 chase orders did not permit substitution of material or manufacturer.
All orders for the above fittings were placed with a distributor, Modern Suppliers and Manufacturers, New York.
This was due to the fact that Power Strut (Van Huffel) would not accept orders placed directly with them.
Modern Suppliers took no exception to the pur-chase order requirements and supplied certificates of compliance with every order stating that the fittings supplied met "all re-quirements and specifications shown in the Power Strut Catalog #5P."

~1 Page 2 An incident developed where the site FQC organization discovered that several items supplied by Modern Suppliers were obtained from Marengo Tool and Die Makers, Marengo, Illinois.
This inci-dent was therefore reported because Marengo was not considered to 1
be an acceptable supplier in accordance with the specification.
An investigation was undertaken to establish the acceptability of j
the fittings supplied by Marengo.
The investigation determined j
that the Marengo fittings are acceptable for use at Shoreham j
based upon the following:
a.
All materials supplied meet the following requirenents:

Finish ASTM A-164 and/or ASMT A-164 and/or Fed. Spec. QQ-Z-Fed Spec. QQ-Z-325-B 325-B
- Stone and Webster engineering has determined that material con-j I;,)
forming to this standard is acceptable.

Marengo is a supplier to Power Strut for welded fittinga.

All orders from Modern Suppliers were receipt inspected l
on site in accordance with Field Quality Control Procedures.
ll These procedures call for a sampling program in accordance
'l with Mil-Std. 105-D.
Every item on every order was inspec-ted in this manner.
Inspections were documented and re-jected material was returned to Modern.
Inspections consisted of a visual check for dimentions, finish, welding, cracks, and general quality of workmanship.

Final installations of cable tray and conduit supports are inspected in accordance with Section 12.1 of th2 Field Quality Control Procedures.
