I would like to take this opportunity to express our support for the Clinch River Breeder Reactor Program (CRBRP) and request your assistance in granting the Project Management Corporation's request,to proceed with an accelerated site preparation schedule in accordance with 10 CFR 50.12.

As one of the utility contributors to the Breeder Reactor Corporation, it is our contention that the CRBRP is a maj or step toward commercialization of breeder reactors which will allow us to utilize a valuable natural resource which this country has been continuously accumulating and storing since

the 1940s -- namely, uranium 238.

Dear Dr. Palladino:

I urge you and your fellow commissioners to act favorably on the Department of Energy request to accelerate site prep-aration activities for the Clinch River Breeder Reactor.

Such activities will in no way jeopardize the opportunity to evaluate all relevant safety and environmental issues but will offer the opportunity to save the taxpayers millions of dollars by elimi-nating needless delay.

The United States has successfully operated a series of breeder reactor experiments since 1951.

Although in recent years we have relinquished world leadership in breeder develop-ment, it is important that we remain active so as to know what breeder technology can offer at some future time.

The next logical breeder endeavor is a power producing reactor on a utility grid.

Clinch River is such a project.

Further delay will only continue to increase the cost with no concomitant benefit.

Dear Dr. Palladino:

The Clinch River Project plays a key role in the LMFBR develop-ment program in establishing the constructability, operability, safety, and reliability of an LMFBR power plant on a utility network.

It will provide operating verification in the United States of the LMFBR's and of the many subsystems uniquely needed for liquid metal-cooled reactors.

We urge that you favorably consider the current request that site preparation be started now, under the provisions of the Code of Federal Regulations.

The step of constructing and operating this plant represents the fruition of the large research and development invest-ment made, thus far, by both the industry and the Federal Government in its base technology programs and in its design, licensing, and fabrication work to date.

This step is a key contributor to the continued LMFBR development program to achieve a full-size safe and economic LMFBR suitable for commercial use on utility systems.

The CRBR will be useful as a test bed and training unit for the U.S.'s program for many years, serving for fast reactors a role similar to that of Shippingport for light water reactors.

The experience to be gained from construction and operation of the CRBR will also provide an opportunity to share such results with other nations engaged in LMFBR development, in return for the experience they can provide from the construction and operation of their LMFBR plants.

Dear Mr. Chairman:

I understand that the Department of Energy has requested permission of the Nuclear Regulatory Commission to accelerate site preparation for the Clinch River Project.

I want you to know that I support the acceleration of the site preparation as requested by DOE.

This project is the most important energy program which the United States is building. The acceleration of site work would not interfere with the NRC's safety, environmental and hearings process and would not eliminate any other uses for this site, including restoration if necessary.

In addition, I know that non-safety related activities may proceed in parallel with the environmental hearings as stated in the Federal Regulations.

Acceleration of the site work would support timely completion of this important step in the US Breeder Program.

In addition, acceleration of the site preparation will yield a savings of almost thirty million dollars p,er year to the overall budget.

I urge you to favorably consider the DOE request so that this project may be completed in a timely fashion.

Dear Mr. Palladino:

We would like to formally extend our support for the completion of the Clinch River Breeder Reactor to ensure an adequate supply of non-Imported energy for centuries to come.

Once the world's pioneer in breeder technology, the United States now i.ags behind many countries - - including France, the. Soviet Union, the United Kingdom, the Federal Republic of Germany, Japan, India, and Italy.

Completion of the construction on the CRBR would conserve valuable uranium supplies by recovering as much as 60 times more energy from I

natural uranium than do today's reactors. Breeders have the potential of satisfying the electric energy requirements of the United States for hundreds of years without importing fuel.

Approximately half of the total cost of completing the CRBR has

~

already been spent, and a generation of engineers have been trained to design and build this plant and put it into operation. All this would be irretrievably lost if the CRBR plant is not built.

If we are to have liquid metal fast breeder reactor (LMFBR) technology on a time scale to allow introduction of U.S. commercial breeder reactors early in the next century when they will be needed, we must act now. We offer our support to this worthwhile and necessary project.

Dear Mr. Palladino:

Twin Valleys Public Power District is expressing its strong support to the earliest possible completion of the Clinch River Breeder Reactor. This technology would assure the United States a reliable electrical supply for the future.

Nuclear generation doesn't emit air pollution.

Therefore, some of the alledged problems that are supposedly created by coal fired generation would not exist. Some of these problems are acid rain and the CO 2 greenhouse effect.

Dear Mr. Palladino:

I am writing to you to express our concern that the nuclear industry will suffer another setback if the site preparation for the Clinch River Project is disapproved again.

As a contractor involved in the construction of nuclear energy facilities for over 30 years and currently involved in nuclear power plants across the country, it is our feeling that another delay in any nuclear power project will eventually deter our ability to cope with future power demands and all but stop industrial growth.

J. A. Jones is not involved in the Clinch River Project, but we see the nuclear area as a must for continued progress in this all-important industry.
