,i NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY UFERATING LICENSE 5 The U. S. Nuclear Regulatory Comission (the Commission) has issued Amendment No. 40 to Facility Operating License No. 0PR-33, Amendment No.

38 to Facility Operating License No. DPR-52 and Amendment No.14 to Facility Operating License No. DPR-68 issued to Tennessee Valley Authority (the licensee), which revised Technical SpecifPations for operation of the Browns Ferry Nuclear Plant, Units Nos. 1, 2 and 3, located in Limestone County, Alabama. The amendments are effective as of the date i

of issuance. 3--

The amendments change the Technical Specifications to lower the ,

reactor low water level setpoint from 490 inches to 470 inches. .- f -2

. The application for the amendments complies with the standards C.

and requirements of the Atomic Energy Act of 1954, as amended (the Act),

and the Commission's rules and regulations. The Commission has made appropria:e findings as required by the Act und the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments. Prior public notice of these amendments was not required since the amendments do not involve a significant ha:ards consideration.

The Commission has detennined that the issuance of these amendments  !

will' not result in any significant environmental impact and that pursuant .

to 10 CFR !51.5(d)(4) an environmental impact appraisal need not be

! prepared in connection with issuoi.ca of these amendments.
