SUMMARY
OF MEETINGS WITH COMBUSTION ENGINEERING AND COMBUSTION ENGINEERING OWNERS' GROUP ON EMERGENCY OPERATING PROCEDURE GUIDELINES, JUNE 23, 24 AND 29,1982 i
On March 31, 1982, a meeting was held with Combustion Engineering (C-E) and the C-E Owners' Group to discuss the C-E Emergency Operating Procedure Guidelines Program. Based on the presentation made by C-E, the staff identified several guideline areas requiring additional work. C-E and the C-E Owners' Group agreed to incorporate staff comments into a revised set of draft guidelines (CEN-152, REV 1) which would be provided to the staff for review by May 1, 1982. Some time after the March 31, 1962 meeting, Warren Lyon replaced Jukka Laaksonen as the RSB reviewer for C-E Owners' Group Guidelines. Meetings were scheduled for June 23, 24 and 29,1982, to provide a suitable transition between reviewers, allow the new reviewer to meet other staff reviewers and involved industry personnel, to discuss preliminary staff comments on the revised draft guidelines (CEN-152 REV.1), and to develop a schedule for future submittals and reviews. A list of attendees is enclosed (Enclosure 1).
The preliminary review of the 'progransnatic aspects of CEN-152, REV 1 by the PTRB staff was positive; no significant programmatic problems were found.
The technical review by RSB, however, did identify a number of areas for 4
which clarification or other action by the C-E Owners' Group was necessary.
The majority of these items were resolved at the meetings. Most of the ~

Sensor Locations It was pointed out by C-E that not all open items can be resolved in the final version of the guidelines; some itens (e.g., degraded core) are more appropriately dealt with elsewhere.
Furthermore, scheduling of future submittals and reviews could not be done until the impact of staff coments could be assessed.
In addition to the above items, the staff was concerned that guidance needed for implementation of the draft guidelines was incomplete and that the guidelines were not organized in a way that would facilitate the development of plant specific emergency operating procedures (EOPs).
In this regard, the C-E Owners' Group was requested to provide some mear.s of assuring the staff that acceptable plant specific E0Ps can be developed from the guidelines.
It was sugrjested that a set of selected procedures from a'pflot plant (Calvert Cliffs) might provide adequate assurance.
Furthermore, the staff indicated that before the next meeting it will identify for C-E and the C-E Owners' Group some specific areas in the guidelines where additional implementation guidance would be useful.
It was agreed that another meeting should be scheduled as soon as possible. At the next meeting C-E will provide an overview of their program, and discuss implementation and validation of the guidelines.
