Gentlemen:
This is to confirm that the Licensee will prefile its tastimony concerning interim operation on October 3.
We respectfully repeat our request that the Board schedule the hearings on interim operation to commence on October 18 and continue until completion.
Our request has been supported by the NRC Staff in its letters of September 26 and 29 (and by the State of Oregon in its mailgram of September 27, 1978) and provides ample opportunity for all parties to prepare for hearings on this limited issue.
In its September 29 letter, the NRC Staff noted potential sche-duling conflicts should the hearings be in session in late October or early November.
We agree with the Staff that such potential-conflicts provide an additional reason for starting the hearings on October 18, if possible.
Hopefully, the hearing on interim operation could then be completed by October 30.
If the hearings are not completed by that date, however, we would expect that the conflicts identified would not be allowed to delay the hearing on

We believe that the Commission's direction to expedite the hearing should be the determining factor in the event of any such conflict, given the urgency of the matter of interim operation to the Licensee and customers in its service area.
