Dear Mr. Palladim :

The Nuclear Regulatory Conmission is aquimd by The National Environmental Policy Act (NEPA) to evaluate the environmental, health, and safety risks posed by the Clinch River Baeder Reactor (CRBR) and determine whether the environmental and economic costs, particularly the ' risks associated with the use of plutonium for bmeder fuel, outweigh the asserted benefits.

The NRC lW7 Final. Environmental Impact Statement (FEIS) on the CRBR is outdated and been discredited on many poinf,s, e.g., the design is technically obsolescent; the FEIS does not include a number of the " lessons-learned" from TMI-2, nor changes in NBC regulations and requirements instituted in the past 5 years re-garding reactor siting, emergency planning, transportation of radioactive wastes, and other safeguards for accident risk zeduction.

We ask that the NRC issue a. draft supplement to the lW7 Clinch River Breeder Reactor FEIS and circulate the supplement for public comment. Please place
