National Audubon Society NATIONAL. CAPITAL OFFICE 645 PENNSYL VANIA A VENUE, S.E., It'ASHINGTON, D.C. 20003 (202) 547-9009 June 11, 1982 The Honorable Nunzio Palladino Chairman Nuclear Regulatory Commission Washington, DC 20555

Dear Chairman Palladino:

On behalf of the National Audubon Society, we urge you to meet NRC's responsibility under the National Environmental Policy Act to issue a supplement to its 1977 Final Environmental Impact Statement (FEIS) for the Clinch River project. Without such a supplement, NRC would rob the public of its opportunity to comment on the " revived" Clinch River project. Furthermore,' failure to supplement the 1977 FEIS would indicate NRC's decision to ignore important new information on CRBR and on developments in nuclear safety since 1977 including:

1) Major changes in the design of the CRBR reactor vessel and fuel core;
2) Implications of the Three Mile Island accident, regard.ng in particular human error as a cause of nuclear mishaps, and the risks of serious reactor accidents previously " deemed" incredible;
3) A recent U.S. Court of Appeals decision invalidating NRC's summary consideration of the environmental impacts of long-term radioactive waste disposal; and
4) Changes in NRC regulations during the last five years regarding safeguards, reactor siting, accident risk reduction, radiation protection, transportation of radioactive material and emergency planning.
