Dear Mr. Denton:

I am writing on a matter of great concern to Houston Lighting & Power Company arising out of the Nuclear Regu-latory Commission Staff policy on Open Meetings as set forth in the Federal Register on June 28, 1978.

As you know, Houston Lighting & Power Company is the project manager of the South Texas Project which is now under construction near Bay City, Texas.

The NRC Staff recently visited the Project site.

Some ten days prior to the visit, two parties which had petitioned to inter-vene in the operating license proceeding were notified of 8

the visit by the Office cf the Executive Legal Director.

Counsel for Houston Lighting & Power Company received carbon copies of these notification letters.

Houston Lighting & Power Company was later advised by several state and federal agencies that they too were notified

-C of the site visit; however, advice of these notifications were not sent to us by the Staff.

In this instance only one representative of the groups and agencies invited by the NRC Staff appeared at the site visit.

However, had a large number of the people appeared, their presence would have raised serious questions of security and safety.

We urge that in implementing the Staff policy on Open Meetings, consideration be given to the problems of accommodating, on short notice, an unknown j

number of unidentified visitors to a large and extremely

As a result, Houston Lighting & Power Company urges i

under construction, the Staff will arrange to limit the number of observers to a manageable number, secure identification of such representatives, and advise the applicant of the number and identity of such. visitors at least five days in advance.
