SACM DIESEL Docket No. 99901173/90-01 1, rue de la fonderie 68054 Mulhouse France APPENDIX A NOTICE OF NONCONFORMANCE During an NRC inspection conducted on July 30-31, 1990, the implementation of the Quality Assurance program at SACM Diesel, Mulhouse, France was reviewed in selected areas with respect to the supply of diesel emergency generating sets
.for Prairie Island Nuclear Generating Plant.
Based on the results of this inspection, it eppears that certain activities at SACM were not conducted in accordance with Appendix B of 10 CFR 50 which was imposed on SACM by contract and committed to in SACM's Quality Assurance Manus 1.
Criteria V of 10 CFR 50, Appendix B states in part that: " Activities affecting quality shall be prescribed by docur.:nted procedures or drawings... and shall be> accomplished in accordance with these instructions, procedures and drawings...."
h Section 4.3 of SACM Procedure QP-162 states that SACM will issue audit reports within 30 days of the completion of audits and Section 4.4.1 of the same procedure states that the vendor audited will be requested to respond to the l.
audit findings within 30 days of the receipt of the audit report.

Contrary to the above, audit reports for ABB, Seitz and Poppe & Potthoff had L
not been. completed at the time of the NRC inspection even though these audits L
had been conducted more than 7 months prior to the date of the inspection and audit reports forwarded to CIAT and Mahle requested the vendors to respond to the audit findings 4 to 6 months after the issuance of the audit. reports (90-01-01).
