Dear Dr. Murley:

The letter of Reference (a) requested a revised Byron /Braldwood response to the 5B0 rule, addressing the areas of non-conformance, be submitted within 60 days of letter receipt. In response to the concerns identified in the referenced safety evaluation and NRC staff clarifications provided to NUMARC in the months of April and June on the unacceptability of Non-Blacked Out Unit load shedding of any type Commonwealth Edison Company (CECO) revised its approach to resolving the SB0 rule for Byron /Braidwood l Stations.

The revised approach was presented to the NRC during a meeting between the NRC staff and Commonwealth Edison representatives on October 4, +

1990. During that meeting, the NRC staff commented that a level of detail  ;

commensurate with that presented at the meeting should be included in Ceco's revised response to the rule. Ceco is currently preparing the revised written

-response. It will likely require three additional weeks to prepare beyond the original due date of October 11, 1990. The staff indicated a short extension of the response due date to provide this level of detail was acceptable. The revised response to the SB0 rule for Byron /Braidwood Station will therefore be  ;
