Generic Let ter 83-28, Item 2.2, Part 2 required licensees and applicants to establish, implement and maintain a continuing program to ensure that t
vendor information for' safety-related components is complete, current and controlled throughout the life of their plants, and appropriately refer'enced or incorporated in plant instructions and procedures.
. Vendors of safety 1related equipment should be contacted and an interface established.~ Where vendors cannot be identified, have gone out of business, or vill not supply.information, the licensee or applicant, shall assure that sufficient attention is: paid to equipment maintenance, l
I replacement and repair,.to compensate.for'the-lack of vendor backup, to:
assure reliability commensurate with its-safety function-(GDC-1). The orogram shall be closely ~ coupled with Action 2.2.l'(equipment classification). The program shall' include periodic communication with vendors-to assure that all appl' cable information has been received.
The program should-use a system of positive feedback with vendors for
~,
mailings containing. technical 11 formation.
This could be accomplished by licensee acknowledgment-for teceipt-of technical mailings.
It shall-also define the~ interface and division of: responsibilities among the.
licensee and the nuclear and non-nuclear divisions of their vendors that-provide service on safety related equipment to assure that requisite control of and applicable instructions for maintenance work on safety related equipment are provided.
Generic Letter 90-03, issued ~on March 20, 1990, provided a revised staff position for meeting the requirements established by Generic. Letter 83-28, Item 2.2, Part 2.
The staff has concluded that an adequate vendor interface program should include:

A program with the=NSSS vendor as described in the VETIP, which covers all the safety related components withinLthe NSSS scope of supply.
This program should' include provisions for: assuring receipt by the licensee / applicant of all technicalLinformation provided by the NSSS vendor; and b)
A program of periodic contact.with'the vendorsLof othet key safety related components not. included;in:(a) abov..

.The programs in (a) above-should provide for the, licensee or applicant to receive all updates to instruction and_ maintenance manuals, technicali information bulletins, revised test procedures, and updated replacement parts information. ~The programs should include provisions which ensure ~

j Item 2.2, Part 2,' dated: June 25, 1984,~ Alabama Power Company has-structured around the Nuclear Plant Reliability Data System (NPRDS) and
the Significant Event Evaluation and Information' Network-(SEE-IN),
programs.. A formal contact program has been. established with J
Vestinghouse,-the NSSS supplier for Parley Nuclear:Olant,1vhich consists of receipt acknowledgment for technical information issued by-Vestinghouse. Alabama' Power Company takes' exception to-the Generic Letter 90-03 requirement to include updates to instruction and maintenance manuals, revised test procedures, and updated replacement

parts information. -This is a considerable expansion lin scope from.the original' requirements of Generic Letter 83-28..However, Vestinghouse:
Technical Information Bulletins and Potential Issues'are included-in'the.
l NSSS-vendor-program. The information issued in-the bulletins and potential issue notifications are utilized to make: changes to maintenance manuals, test procedures, or parts listings necessary for proper operation, maintenance or repair of basic ccaponents.
In addition to the formal contact program with' Westinghouse, Alabama <
Power Company has also established. formal contact programs with Colt Industries,thedieselgeneratorvendorforFarleyNuclear. Plant',anh General Electric Corporation. These programs are described"in-the above referenced June 25, 1984 Alabama Power Company letter.
To coy ly with the requirements of Generic Letter 90-03, Alabama Power l
Compar.y vill expand the vendor contact program to include certain l
vendors of other safety related equipment.. Included in this expanded program vill be vendors of auxiliary feedvater' pumps, safety relatedf batteries and battery chargers, safety related inverters, key safety related electrical switchgear, service = vater pumps,_ component cooling 3
vater pumps and key safety related.non-manual valve operators. The program will contain provisions for contacting these vendors on an annual basis to request pertii.-nt technical information documentation issued by the vendor during the preceding year. The means for contacting vendors will normally be via telephone, ant'. results of'these telephone conversations vill.be docueented.
Alabama Power Company vill revise existing procedures.to incorporate the expanded program described.above by January 1, 1991.
All vendors vill-be contacted.by June 1, 1991 and on an annual basis thereafter.
