Dear Mr. Haughney:

B&W Fuel Company submitted a Radiological Contingency Plan in our renewal efforts of our SNM License-1168.

We have chosen to update the Plan to meet the new rule set forth in 10 CFR 70.22(1)(3).

The major revision is the reduction to a two class system:

alert and site area emergency.

The unusual event and general emergency classification have been removed from the Plan.

Also we wish to take advantage of the biennial exercises allowed under the new-rule.

These changes require an amendment to Chapter 8, page 8-1-90 of our license.

We will continue to operate.under the old plan until your concurrence is granted.

Six copies of Lce revised Plan and of Chapter 8 have-been provided for your review.

The B&W Fuel Company, Commercial Nuclear Fuel Plant shall maintain and execute the capability for handling emergencies in accordance with the Radiological Contingency Plan submitted to the Commission on March 15,.1982, and supplements dated July 16 and September 24, 1982; January 10 and May 4, 1984; February 5 and December 12, 1986 and October 4, 1990.

The B&W Fuel Company, Commercial-Nuclear Fuel Plant will make no changes to the Plan which would decrease its effectiveness without prior approval of the USNRC.

i Changes, which do not decrease the effectiveness of ';he Emergency Plan, will be reported within six months of the change to the Chief,_ Fuel Cycle Safety Branch, DiCasion'Of Industrial and Medical Nuclear Safety, NMSS, Edshington, D.C.

The requirements of the Plan shall be implemented through approved written procedures maintained by the licensee.
