Dear Mr. Davis:

The letter of reference (a) stated a corporate review of:the generic applicability of 10 CFR 50.59 safety evaluations was: Underway.

AlsoPthat as a result of this review, the applicability of safety. evaluations priorito manipulation of Emergency Core Cooling System (ECCS) valves to abnormal positions would be resolved in response to.a Notice of Violation.

Specifically, the conditions of concern would be when the valves haveLnot been repositioned as.a result of an OOS or an approved procedure.

The-letter also stated the final content and implementation schedule for the NOD, as-appilcable to abnormal ECCS valve positions,.would be provided by the date of.

this letter.

The following describes our actions relative to these commitments.

A Commonwealth Edison'(CECO) corporate" task-force completed a draft document entitled "10 CFR 50.59 Implementation Task Force Report";on February 8, 1990.

The draft report was issued to each of the CECO Nuclear Stations for review and comment.

The comments received.were incorporated into the draft and the draft was then reformatted into a Corporate Nuclear Operations Olrective (N00) which is applicable to all. CECO Nuclear Stations.

Our commitment to issue thi N00 by October 1, 1990 is satisfied-by issuanci of Nuclear Operations Directi'e N00-TS.11 "10 CFR 50.59 Safety Evaluation Process".

The implementation schedule for procedures, reporting and records required by the NOD is 90 days from issuance of the N00.

The program requirements for preparers Tnd reviewers of 50.59 evaluations must be' met within 1 year.

The MOD contains a screening process, an improved 50.59 evaluation atd specifically addresses applicability of abnormal valve lineups in Figure 3 aid Exhibit "A".

The preceeding actions fulfill all remaining i.

commitments rflative to the violation response of Inspection Report 454/89016; 455/89018.
