Diablo Canyon power plant Effect of Localized High Temperatures Upon EQ Components N Prepared by Sargent & Lundy Engineers lR 1.0 Introduction The Environmental Qualification (EQ) of electrical equipment subject ' to the requirementa of 10CFR50.49 is based upon the environmental conditions defined in DCM M-76 Environmental Conditions for SQ of Electrical Equipment". This Design Criteria Memorandum (DCM) defines bulk ambient temperature postulated for each harsh area. As espected, the actual normal service temperatures are generally well below these design limits. However, components which are mounted directly

 -       on or in close proximity to high temperature sources-(e.g.

pressurizer, and high energy process lines) esperience local surface tem-peratures which are greater than the bulk ambient temperatures defined in DCM M 76. To determine the magnitude of these local surface temperatures, temperature measuring stickers were placed on EQ coepnents which were suspected of esperiencing higher than postulated temperatures. These stickers record the peak temperatures esperienced. Peak surface temperatures measured via the stickers were found to be greater than those defined in DCM M 76. This sendition was documented in Non Conformance Report (tICR) DCO 89-EN-N017. The consequence of these higher than postulated temperatures is that the qualified service lives may be less than the qualified service lives defined in the 30 Sinders. ( . 1

This report dociaments the approach and j findings of this investigation. It also identifies the population ) i of 30 components of potential-concern, evaluates the impact upon qualified l service life, and provides recommendations for additional action. , 4 i 1 2.0 Approach l Phase 1 A three phase' approach was'utilised for this investigation. i consisted of identifying the population of EQ components which could > 4 potentially experience higher than' postulated toeparatures. .This is i discussed in detail in Section 3. , 3.1 T e rature Surveillance Proaram i ! A temperature surveillance program was established by DCPP Maintenance to l

monitor the' temperature of 30 components which were suspected of experiencing higher than postulated temperatures. This program placed temperature measuring stickers on approximately 147 components located inside containment and 12 components located outside containment to determine the peak surface temperatures experienced.' he peak. temperature recorded for most EQ components was well below the design ambient temperatures defined in DCM M-76. Bowever, several components were found to experience i

peak temperatures in excess of the design ambient temperatures. These f

consisted of components which are mounted directly on or in close proxim- , ity to high energy lines (i.e. reactor coolant and turbine steam supply). J 3.2 Screenina Process , The tamparaturs surveillance program indicated that components subject to substantial conductive heat transfer via direct attachment to hot piping may possess surface n.asperatures greater than the postulated bulk ambient temperatures. Best conducted from steam. lines through valve yokes to ] operators, pilot solenoid valves. and position switches resulted in the j i temperature of the these items being higher than the ambient.: The envi-ronmental qualification files did not consider the effect this best flux - had on the temperature of EQ components. 8 abould be noted that this list not only contains the few items known to - ( g experience higher than design temperatures, but also many items for which actual tamperature data was not available. It is anticipated that additional data from .the temperature surveillance program will pro-wide W justification to eliminate them, 4.0 Assessment of Temperature Measurina Technione As discussed previously, under the temperature surveillance program temperature measuring stickers were placed on selected EQ components to record W peak temperatures experienced. Use of such stickers raises questions as to the accuracy, applicability and correctness of the results.. Each of these is discussed below. [ 4.1 Temperature Measurina Stickers. i s The stickers used are manufactured by the Telatemp Corp. of Fullerton, California. Each sticker has six windows, each sensitive to a different. temperature. Each window contains black blotter paper coated with a white chemical. This chemical has an estremely sharp melting point. The window appears white until the chemical melts and is absorbed into the black blotter paper at which point the window appears black. This color change occurs very rapidly (i.e. less than one'second). The process is irnversible, once the window set-point temperature (i.e. white chemical melting point) is r, ched, the color change is permanent. Because each window has a diacrete set point temperature (for naample 2000 F, 110' F, 1200, 130' F, 140' F, 150' F ), the peak temperature I vi.., experienced then is greater athe temperature associated with the black 5

windows but less than the temperature associated with the white sindows. i l A sample sticker is shown below. l Y&& 2' 4.2 Accuraev of the Results The accuracy of the results were verified by testing a representative sample using calibrated test equipment traceable to the National Bureau of Standards. The testing checked the accuracy of the set point tempera-tures. The results, which are documented in Referen.e 6. reflect an accuracy of i 1.10 F. l The effect of humidity and radiation upon the accuracy of the stickers was discussed with the manufacturer. The manufacturer replied that humidity will have no effect; However, he has insufficient experience or test data to respond as to whether radiation will have any effect. In regards to humidity, he stated that because their construction seals the windows in high quality sylar they can perform properly even if cubmerged. 4.3 Applicability of the Results Use of the stickers as a means to determine the ambient temperature is conservative for the following reasons: a) The temperature used for evaluation purposes is always higher than

vous or transient. Depending upon exact function and service, some ceapo- l
i l' uents may be esposed to higher temperatures for only a feu seconds, minutes j I

j or hours. Unless there was a sound basis to assume otherwise, tho' peak  ; temperatures recorded by the stickers w re assumed to have saisted continously. i 1 5.0 Measured vs. Postulated Temperatures j The temperature surveillance program revealed that the surface temperatura l l of EQ components mounted on hot pipes is greater than the ambient because of. 'i . conductive heat transfer. EQ items not mounted on hot pipes but located in-the same area as hot pipes were considered as potential candidates. This j ( section examines the measured ambient temperatures in such areas!to determine

g if they exceed the ambient temperatures considered in the EQ Binders. 5.1 Postulated Temperatures The EQ Binders are based upon the bulk ambient temperatures defined by l DCM M-76. E Surface temperature measurements taken for conduit ET1768 (refet.ance 5) t .. which is located inside the shield wall adjacent to W pressuriser-(i.e. inside the pressuriser missile shield)- find the temperature to be ~ 340' F S t < 1608 F Considering that: 1 the pressuriser is the hottest component in the containment. and

           -     the missile shield wall impairs ventilation / cooling of this confined area and l

this conduit should not experience appreciable 1 R2 heat rise because it contains power cable for the Limitorque operator associated with valve 8000A which is only energized momentarily. It is reasonable to conclude that the confined area inside the missile I wall is a localized warm spot._ The'EQ devices located in this area consist of Class IE cable and components in direct contact with hot pipes ! (i.e. valve operators, position switches and' pilot solenoid valves). The Class II cable in this area is not subject to 12 R heat rise as it is associated with signal circuits. control circuits, and power circuits for motor operated valves. Therefore the maximas temperature th:y may experience is considerably less than the temperature for which they are rated and qualified, 908 C (194* F) Based on the fact that: the peak temperature measured for conduit ET1768 is not significantly, i above the postulated ambient (135' F per reference 3), and' l this temperature was measured in a confined area near the hottest

component in the contairmient, and this area is not well ventilated-9

Based upon the above data it is concluded that the ambient temperatures

defined DCM M-76 for containment open areas and in the CRDM ahroud area I I
            ,       are conservative. The high temperature concern for EQ components in these j

areas is limited to items in direct contact wi5h hot pipes (i.e. l } valves, valve operators, pilot solenoid valves, pos'ition switches, position monitors and temperature elements). 1 t j 5.2.2 Outside Containment - Areas GE and GW Temperature measurements taken in area GE and Gw at elevation 115' while 'at full power reveal that the temperature is not uniform. Rather a localized warm ares axists in the congested areas famediately above the turbine steam supply lines. Teeperature measurements made-in this area reveal: At ilnit 2 ceiling 1350 7 measured with a hand held temperature probe on 11-15-89 (Ref. 9 1400 F f t < 160# F indicated on temperature sticker (Ref. 9) 10

l l.* l l l j . .i I.+ , l 6.0 Affect Voon Service Life l 3( The principal effect of the higher than expected temperatures is i to reduce the qualified service life of the affected SQ components, which correspondingly increases the amount of maintenanes/ replacement required. Table 2 identifies the qualified service life based upon the , design ambient temperatures defined in DCM M-76 and the qualified service , life based upon the temperature determined via the temperature surveillance program. Since actual temperature data for a number of com-ponents included in Table 2 was not available from the temperature sur - , weillance program, the ambient temperatures used were based upon an extrapolation of measured temperatures for similar components. Whenever an extrapolated temperature was used this is noted in the comments column. Table 2 shows that all affected EQ components have a qualified life ' greater than  ! I g 6 years. Therefore, no components require replacement prior to 1R4 and 2R4. l 1 7.0 Reconrnendations 1 7.1 Short Term Recommandations .I a) Add stickers to components identified in Table 2 which are currently not being monitored via the temperature-surveillance program. As discussed in Section 3, this table identifies items which may potentially esperience higher them expected ambient temperatures, but currently there is insufficient data to substantiate or disprove this. .j Obtaining actual temperature data via the' temperature surveillance program should provide the justification to eliminate many of these items from

Since some of these items are in direct contact with hot pipes, for esemple, the motor sport.:.r associated with FCV-33, conductive heat transfer may result in their i normal service temperature being significantly higher than that defined in the design specification. Even though these items are excluded from j the scope of the DCPP EQ program, PGEE should consider the effet:t, if any, that these higher than postulated temperatures may have upon the ( items maintenance / parts replacements requirements. 3 Action NFCS Elee.
