Dear Mr. DeLaBarre:
Enclosed is a letter from Westinghouse Electric Corporation dated November 9, 1993, requesting an amendment to export license XR069 to: 1) authorize the export of a reactor vessel head to the Ringhals II nuclear power plant in
~
Sweden; and 2) change the name of the ultimate consignee from Statens Vattenfallsverk to Vattenfall AB Ringhals. The reactor vessel head would replace the one currently on the reactor. We are also attaching a copy of Westinghouse letter dated October 28 which explains the need for the replacement part. The scheduled ship date of the reactor vessel head is November 21; therefore, Westinghouse has requested expedited handling of their request to amend the license.
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Non-Proliferation Act of 1978.
