' Nuclear Regulatory Commission (NRC) letter dated March 20, 1990 transmitted, Generic Letter 90-03, entitled, " Relaxation of Staff Position in. Generic Lette'r 83-28, Item 2.2 Part 2 Vendor Interface for_ Safety-Related Components"..The-
.y letter requested that licensees review their present vendor interface programs and modify their programs as necessary to assure that both of'the elements below are included.

A program of periodic' contact with the vendors of other key safety-related:

- The Big Rock Point Nuclear Plant is an established. nuclear facility 'and is well' aware'of the benefits of a good vendor interface _ program. Unfortunately, because Big Rock' Point is a 1960's vintage plant, many o'riginal manufacturers are no longer in' existence.
It has been the experience of the plant to place

,importance on in-house expertise which includes procedures, trained personnel, land enhanced testing to supplement lack of vendor support. It has also been
'this plant expertise which has led to replacement of problem items'and
' upgrading ofsequipment.when' prudent. Recent examples include installation of
- the' Wide, Range Neutron Monitor System, a new diesel for the fire pump, and new

control room recorders; all installed because of self recognized problems dtiring a: time of diminished support from vendors.

September 24, 1990 vendor support include, some motor operator maintenance, pump rebuilding, level instrument calibrations and air compressor refurbishments.
r A review of current established vendor programs at Big Rock Point includes the Wuclear Operating Experience Review Program (NOERP) which encompasses the NSSS' l
. vendor and-other key safety related vendor technical notices. The program receives, reviews, and' evaluates General Electric Service Information Letters, Institute of Nuclear Power Operation (INPO) reports, component vendor service advisories and notices, as well as WRC Information Notices.

assures receipt of technical information through Consumers Power Company i
controls, ties to the Palisades Nuclear Power Plant N0ERP, and Big Rock Point Plant procedures.
Big Rock Point also utilizes 'a. vendor listing, crass referenced. to safety related equipment. Shan equipment problems occur, the listing provides vendor l-pertinent information.and vendor contact persoa(s) for plant personnel usage.
1, Updates and changes to the vendor listing are maintained through the
- Engineering Department.
A vendor equipment. technical information program has been established through a Big Rock Point Administrative procedure.
Engineers-and other personnel I
designing, modifying, or performing plant activities are responsible for ensuring revisions to vendor technical information documents are prepared.
i The program also formalizes control of new manuals received from vendors.
The Quality Assurance program establishes responsibilities for acceptance of purcha' sed' products and services. The Quality Assurance department evaluates / audits prospective and existing suppliers of nuclear safety-related equipment. Big Rock Point plant procedures require vendors who perform repairs to or. replacement of existing items to notify Consumers Power Company and provide any sketches,zinstructions,' drawings or manuals.necessary to
. change the plant design or operate the item.
Big Rock Point does a periodic in-house review of areas requiring excessive L
maintenance.
In 1989, the review in'the mechanical / electrical and the instrument / control areas did not-identify any problems associated with vendor support.
Big Rock Point does not know of.any current vendor file documentation-that has created an operational or maintenance area weakness.<

-interface.9rogram. None of these programs are intended to provide the l'
documented effort to periodically contact the vendors requested in NRC Ceneric L
Letter 90-03.
It is our intention to make a good faith, documented effort to'

periodically contact key safety-related component vendors by modifying an L
existing-program or integrating such an effort into the Big Rock Point enfiguration management program. The vendor interface program will be based 1
on Insights obtained from generic reports or plant specific probabilistic risk l-analyses.
