Response to Generic Letter 90-03 ' Resolution of Staff Position in Generic Letter 83-28, Item 2.2 Part 2 Vendor Interface for Safety-Related Components' Gentlemen The purpose of this letter is.to provide Wolf Creek Nuclear Operating Corporation's (WCNOC)' response to Generic Letter 90-03.

The Generic Letter.-

described two program elements which are required by the NRC to be included 1

in an adequate vendor interface program.

WCNOC has reviewed its present program with respect to the requirements given in Generic Letter 90-03-and concluded that although.the existing program meets the intent of Generic Letter 90-03, some program changes are appropriate to conform with the detailed guidance of Generic Le ter 90-03.

.These changes will be fully implemented by January 31, 1991. The current WCNOC vendor interface program I

was established in response to Generic Letter 83-28 and modified in response to NRC inspection activities.

The program also takes into account the requirements of 10 CFR Part 50, Appendix B.

The first program element described in Generic Letter 90-03 requires a program with the Nuclear Steam Supply System (NSSS) vendor to solicit and receive technical information on all safety-related components within the NSSS scope.

The current WCNOC vendor interface program includes all the requirements established by Generic Letter 90-03 for a program with the NSSS vendor.

Therefore, no program changes addressing the NSSS scope are required by WCNOC.

l The second program element described in Generic. Letter 90-03 requires a program of periodic contact with the vendors of other key safety-related components not included in the NSSS program.-

~WCNOC's current program developed to address the regulatory guidance of Generic Letter 83-28 and additional regulatory consnitments satisfies this program element.

However, in order to conform with the detailed guidance of Generic Letter 90-03..

WCNOC will revise this portion of its program by developing a list of vendors of key safety-related components.

This list of key safety-related component vendors shall replace the current vendor contact list. WCNOC will also enhance its current program to address the evaluation of equipment supplied by vendors of key safety-related components who have gone out of

business, cannot be identified or who no longer supply information.

The remainder of the requirements associated with the second program element in Generic Letter 90-03 are accomolished by the existing WCNOC program.

-l These changes to VCHOC's vendor interface program will modify and replace previous commitments made to the NRC in response to Generic Letter 83-28 and NRC inspection activities.

The list of key safety-related components will be developed by December 31, 1990.

The revised vendor interface program will be fully implemented by January 31, 1991.
